PUBLIC HEARING NOTICE

County of Franklin will hold a public hearing on May 19, 2020, at 5:00 PM, Conference Call - 1-844-992-4726 United States Toll Free - Meeting Number/Passcode: 969 868 202 followed by the regular scheduled Franklin County Board meeting at 6:00 PM to provide interested parties an opportunity to express their views on the proposed Downstate Small Business Stabilization application funded by Community Development Block Grant (CDBG) funds.  Due to COVID-19 pandemic, those who wish to attend in person will receive a temperature screening, will be required to wear a mask, and to observe social distancing.  To access the meeting though Webex phone-in conference, please call 1-844-992-4726, Access code will be 969868202.   Persons with disabilities or non-English speaking persons who wish to attend the public hearing and need assistance should contact Gayla Prather, Franklin County Board Office, 618-439-3743 no later than Thursday, May 14, 2020 by 4:00 PM.  Every effort will be made to make reasonable accommodations for these persons.

On or about May 20, 2020, County of Franklin intends to apply to the Illinois Department of Commerce and Economic Opportunity for a grant from the State CDBG program.  This program is funded by Title 1 of the federal Housing and Community Development Act of 1974, as amended.  These funds are to be used to provide working capital for the benefit of the following businesses, with grant amounts noted in parenthesis after each:  Extreme Exigency LLC ($25,000), FCCC Investments LLC ($25,000), Interstate 57 Dragstrip LLC ($24,998).  The total amount of CDBG funds to be requested is $74,998 and will address the urgent needs of the business due to the COVID-19 emergency.

Information related to this application will be available for review prior to the public hearing May 10, 2020 on Franklin County’s website www.franklincountyil.gov.  Interested citizens are invited to provide comments regarding these issues either at the public hearing or by prior written statement.  Written comments should be submitted to Franklin County Board, 901 Public Square, Benton, IL 62812 no later than noon, May 19, 2020 to ensure placement of such comments in the official record of the public hearing proceedings. This project will result in no displacement of any persons or businesses.
